New Hires Strengthen Henrico EDA Staff

We welcome 2017 with excitement and optimism, and we’d like to start the new year by welcoming Edward Whitlock, III – Attorney and Partner, Lafayette, Ayers & Whitlock PLC to the Henrico County Economic Development Authority’s Board of Directors. Also, we’re pleased to announce a few exciting updates to the Henrico Economic Development Authority (EDA) team – including the creation of a position designed specifically to support existing businesses.


“We’re very pleased to have Edward on our Board, and glad to officially introduce our new team members to the public,” says Gary McLaren, Henrico EDA Executive Director. “The changes we’ve made to our internal team bring an enormous amount of workforce and economic development experience to our organization.”

New team members include Felicia Ainsa, Existing Business Manager; Angela Oakes, Marketing Representative; Micah Kemp, Research and Real Estate Coordinator; and Curtis Cobert, Existing Business Representative. Cobert, the EDA’s first Existing Business Representative, comes to Henrico after serving as the Business Development Manager for the City of Virginia Beach Department of Economic Development.


Each new team member adds depth and dimension to the EDA. Both Angela Oakes and Micah Kemp bring unique economic development experience, and Felicia Ainsa adds more than 10 years of experience in business consulting and workforce development to the staff.

“All of our new team members possess the real-world experience we need to proactively serve our existing businesses well while attracting new domestic and international companies to Henrico,” adds McLaren.

New Staff Members


Existing Business Manager

Areas of Expertise:
Business Retention and Expansion, Workforce Development

Felicia is a business development professional with more than 10 years of experience consulting with businesses and helping them achieve a higher level of success. Most recently, she worked for three years in workforce development and business consultation, helping companies develop their most important asset – their people. As Existing Business Manager for the Henrico EDA, she leads retention and expansion efforts and coordinates the Business First volunteer team to identify local businesses in need of support.



Marketing Representative

Areas of Expertise:
Business Development, Marketing, Graphic Design, Research

Angela joined the EDA in August 2016. She was previously with the Virginia Economic Development Partnership, where she served first as a GIS Cartographic Technician and then as a Project Research Specialist, preparing proposals for companies interested in expanding or locating in the Commonwealth. She assists with the EDA’s overall marketing and attraction efforts, including managing active business attraction projects, preparing the “Henrico Now” newsletter, participating in trade shows and marketing missions, performing website updates, and coordinating special events. 



Existing Business Representative

Areas of Expertise:
Business Development, Research, Marketing

Curtis joined the EDA in 2016 as an Existing Business Representative. He previously worked as a Business Development Manager with the City of Virginia Beach Department of Economic Development, assisting both new and existing companies and conducting research. As a member of the Henrico EDA staff, he will assist in efforts to retain and help expand the roster of existing Henrico companies, perform department research, plan and execute special business events, and assist with the marketing plan for the existing business program.  



Research and Real Estate Coordinator

Areas of Expertise:
Market Research, Project Management

Micah joined the EDA late in 2016. He previously worked with the Virginia Housing Development Authority and is currently enrolled in Virginia Commonwealth University’s Urban and Regional Planning graduate program. With his background in planning and regional economic development, Micah is able to expertly manage Henrico’s commercial real estate platforms and provide site and market research for potential development opportunities in the county.
